In my opinion I would say you start out with a sketch of what you want the dress to look like in general. Then roll out how much saran wrap you might need for a certain piece such as sleeves or a skirt and cut that piece. Then fold the plastic over itself quit a few times so it becomes somewhat thick and so it doesn't stick to itself. That way when you put it on it won't be so bunched up and you don't have to worry about having to fix it. Then get some clear packaging tape and tape the pieces together and a really cool way to make it come together in the back [or front. Depending how you want it to be put on] and a nice way to make it even more sexy, would be to use a hole punch and punch holes down the sides of the opening to the back or front where you want it to close and carefully string through some black thread or maybe pink. Whatever color you want, and voila. Now you have a cute little corset style saran wrap dress! Lawl~ I don't know if this helped at all, but hopefully it gave you some ideas!
