To me, his asking to be tied indicates that he wants you to take a controlling position - to dominate him.
If you're both new at this, start very slowly and try several things to see what gets you both excited.
Tying him up is just one component of dominating him and that just may be the only thing he could think of to introduce the topic. Try that first. But maybe also try other types of bondage gear like cuffs, collars, leashes, gags, etc.
But again, take it slow and experiment with roles. This could be the beginning of some really exciting sex to come!
