The main point about topless or bare breasted sightings is that in our culture it is more *decent* to go clothed wearing a shirt or bra or bikini, than it is for a woman to go without. So a big cultural shcok has built up behind seeing a woman half undressed. This leads the forbidden fruit syndrome, in that since for the most part Men are told you can't touch or even look at a well endowed woman there becomes a sort of secret fantasy of men wishing to see just what they are missing. Not to mention that the breasts are a large erogenous zone for both men and women, to a man to see a bare breasted woman brings to mind sex and lust and feels him with thoughts of being able to fondle and suckle or kiss those beautiful shaped extensions of the female form. So it comes down to a cultural as well as a sexual or erotic cause that when seen, a bare breasted woman will gain alot of attention.
