How do I ask her out?

Me and this girl have known each other for about four years now and over the years we have been really close to dating but there is either another guy or some other reason she comes up with to say no. She has told me that she loves me and I tell her that I love her too. We go to the movies and I go over to her house a lot. I probably hang out with her more than I do with any one else. Senior Prom is coming up in the spring and I think it would be awesome if me and her went together, even if it is just as friends. What advice do u have for me?

i not american my self but i know that the "prom" is a big thing in america so if u ask her to the dance dont just go up and ask her. even if u just give her a few roses with a letter and bring it to her at her house. i have also heard of writing it in candles somewhere. i know for sure to do something romantic and i dont know wat she or u are like but roses and candles are always good for being romantic
