This falls squarely in the realm of day game, and for day game I would recommend being chill and relaxed, approach confidently, and using a line like, "Hi, I think you're cute and I wanted to say hi," something simple like that. If she's reading a book, ask what she's reading and fire away. Unless she invites you to sit down, try to wrap up the interaction in 3-5 minutes by getting her number.
